I represent the United States within this debate about the Rwanda Genocide. Multiple groups have claimed that we did not help by not sending in troops to save Tutsi refugees. This accusation is false, in the end we did try to send troops, but we could not get them through in time. We do regret not being able to get to Rwanda in time, but in the end we did help the refugee children.
We did not convince the Interhamwe to kill 800,000 innocent people or even join them, unlike the NRMD. If the NRMD did not tell the Interhamwe that the Tutsi people will kill their family, then there would be no genocide whatsoever. “Within an hour of the plane crash, the Presidential Guard together with members of the Rwandan armed forces (FAR) and Hutu militia groups known as the Interahamwe (“Those Who Attack Together”) and Impuzamugambi (“Those Who Have the Same Goal”) set up roadblocks and barricades and began slaughtering Tutsis and moderate Hutus with impunity.” (from http://www.history.com/topics/rwandan-genocide) this statement proves that the NRMD had the Presidential guard that was a part of the Interhamwe.
We did not rape the Tustsi women or train the Interhamwe unlike the French. "French forces directly assassinated Tutsis and Hutus accused of hiding Tutsis... French forces committed several rapes on Tutsi survivors," said from the justice ministry cited by AFP news agency, from BBC news (http://news.bbc.co.uk/2/hi/africa/7542418.stm). “We rounded up the Tutsis who had exited their camps to gather some wood (including Charles, the teenager who was son of Sambaba,) and killed them. We then buried them in mass graves near guard postings. The French companies came over to check out what we were doing and praised us, gave us meals to express their appreciation and sometimes went out with us during nightly patrolling.” This has been said by a “former Hutu-pro-government paramilitary” on Kasamaproject.org (http://kasamaproject.org/2009/04/26/the-french-government-role-in-rwandas-1994-genocide/)
